我国电子病历管理办法起草的若干问题思考

[概要] 我国电子病历的大规模推广，有待于电子病历办理办法的出台。本文在剖析纸面病历基本功用的基础上，提出了我国电子病历办理办法起草的四项基本原则：与联合国卫生组织规则保持一致、不偏重任何技能、依靠“功用同等”办法、盯梢计算机技能的最新开展。一起，文章运用功用同等法，结合对电子病历参加人和病历办理流程的研讨，形成了我国电子病历办理办法起草的归纳思路.文章构思了电子病历办理办法的基本内容，包含：电子病历施行当事人、电子病历树立与修正、电子签字与电子病历、电子病历保存、电子病历交流、电子病历安全等。

The Thinking of Drafting Managerial Rule of Electronic Medical Recorder in China

[Abstract] Electronic Medical Recorder (EMR) can be promoted in more hospitals in China until managerial rule of EMR of China is published. Under the analysis the basic function of paper-based medical record, this paper puts forward four basic principles of drafting managerial rule of electronic medical recorder of China: consisting with health organization of United Nations, not laying particular stress on any kind technology, relying on “functional equivalent approach”, and following the newest technology of computer. At same time, the paper uses “functional equivalent approach”, combines with the research of participator of EMR and managerial flow, and forms integrated thought of drafting EMR of China. The paper designs basic contents of EMR managerial rule: participator of EMR, setting up and amending of EMR, electronic signature and EMR, saving of EMR, interchanging of EMR, safety of EMR.

电子病历的开展是未来医疗信息化开展的一个必然趋势，代表着未来病历的开展方向，其共同的运作方法向现有的病历标准形式提出了技能、财政和买卖安全等方面的严重应战。没有办理标准的电子病历是难以正常开展的。及时拟定并出台相应的办理办法，鼓舞、引导、保护电子病历沿着正确的轨迹行进，是当时我国医药电子化作业的一项重要任务。
